SpaceX test fires rocket bound for space station

A week ahead of what is touted as being the first attempt by a private company to send a spacecraft to the International Space Station, SpaceX test fired their Falcon 9 rocket.?

The private spaceflight company SpaceX successfully test fired the rocket that will launch the first-ever commercial space capsule to the International Space Station today (April 30), after a slight delay that was caused by an apparent computer glitch.

SpaceX officials conducted the so-called "static fire test" of the firm's?Falcon 9 rocket?today on a second try at 4:15 p.m. EDT (2015 GMT) at Space Launch Complex 40 at the Cape Canaveral Air Force Station in Florida. The Falcon 9 rocket is poised on the launch pad, ready to blast off toward the space station on May 7. SpaceX aired the engine test live via the company's website.

A first attempt, which aimed to fire the rocket's engines at around 3 p.m. EDT (1900 GMT), hit a snag with 47 second remaining in the mock countdown. SpaceX officials traced the problem to a flight computer, but the issue was resolved after a brief delay.

During today's static fire test, the nine Merlin engines that power the Falcon 9 rocket's first stage were ignited for about two seconds, as the booster remained attached to the launch pad.

"So far things look good," SpaceX spokesperson Kirstin Grantham said in a statement. "Engines fired for 2 seconds, as scheduled. Engineers will now review data as we continue preparations for the upcoming launch."

SpaceX is expected to conduct a thorough review of all the data as engineers make final preparations for the upcoming launch, which is currently targeted for May 7.

SpaceX's Falcon 9 rocket is a two-stage booster that stands about 180 feet tall (55 meters) and is topped with the company's unmanned?Dragon space capsule. It is the capsule that will be making the trip to the International Space Station, where a crew of astronauts is waiting to pluck the gumdrop-shaped capsule from space using a robotic arm. The Dragon vehicle will be attached to the orbiting complex with the robotic arm.

The Hawthorne, Calif.-based?SpaceX?(short for Space Exploration Technologies, Corp.) has a $1.6 billion contract with NASA to conduct 12 cargo missions to the space station with its Dragon spacecraft. ?

"This will be the first attempt by a commercial company to send a spacecraft to the International Space Station, a feat previously performed by only a few governments. Success is not guaranteed," SpaceX officials said. "If any aspect of the mission is not successful, SpaceX will learn from the experience and try again."

SpaceX is one of two private companies with contracts to provide unmanned space cargo flights to the space station for NASA. The Virginia-based company Orbital Technologies, Corp., has a $1.9 billion contract to provide eight cargo delivery missions using its own Cygnus spacecraft and Antares rocket. The first test of that spacecraft and rocket is expected to occur later this year.

SpaceX officials said the?May 7 launch of Dragon?toward the space station will also be webcast live via the company's website.

Hodgson leaves England talks with Euros itinerary

LONDON (AP) -Roy Hodgson left Wembley Stadium on Monday after four hours of talks with Football Association executives, looking poised to take charge of the England team and clutching a draft itinerary for the European Championship.

While the discussions were described by the FA as "positive," the West Bromwich Albion manager is yet to be confirmed as Fabio Capello's successor in the England job.

The post has been vacant since Capello's resignation in February but England is due to travel at the start of June to Poland, where the team is based for the tournament being co-hosted with Ukraine.

The group stage opener is against France on June 11.

The FA overlooked the favorite, Tottenham manager Harry Redknapp, and opted instead to approach Hodgson about the England job.

While even some players had publicly backed Redknapp for the job, the Spurs manager said he had no problem with the FA's decision.

"I don't hold grudges, I don't feel like that," Redknapp said. "There's no problem. If Roy takes the job I wish him all the best. He's a great guy. "I'm sure he'll be a big success. I still think England's got some great players, I really do."

Taking charge of England would be the pinnacle of a 36-year coaching career for the well-traveled Hodgson.

The 64-year-old Londoner has had spells in club football in England, Sweden, Denmark, Norway, Switzerland and Italy, where he was twice in charge of Inter Milan.

Hodgson guided unheralded Fulham to the 2010 Europa League final - beating Juventus along the way - and was voted manager of the year by his fellow coaches for leading the west London club to a record-high position of seventh in the Premier League.

He was subsequently lured to Liverpool, where he endured an unsuccessful six-month stint before being fired in January 2011.

But West Brom handed Hodgson a swift chance to rebuild his reputation a month later and he repaid the club's faith in him by keeping the club in the Premier League. West Brom is 10th in the standings with two matches to go this season.

Okay since I can't send a PM without the required 10 posts (Which IMO is utterly ridiculous), i'm afraid I'm going to have to put this here.

I spent at least half a week creating a detailed character profile for my bounty hunter character in NotSoHeartless' RP Wierd West, I submitted it and now I've been told since there was already a bounty hunter character there that I'm expected to tweak mine to make my character a criminal. Um....WTF.

Ok for starters, it would be highly unlikely that there would be ONE bounty hunter in the entire earth which encompasses this rp. Much less only ONE after this group of criminals.

Second of all I wasted my valuable time and have put off a few things just to make an in depth character for this rp. That is at least 4 days of my life I'll never get back. I'm pretty upset about this yeah, and I think I'm owed an explanation.

In truth, the story that unfolds is better than the filmmakers' sometimes overwrought attempts to frame it ...

With a story that proves to be heartwarming and predictable, Undefeated mostly plays according to the script familiar in its fiction and nonfiction counterparts.

Even though the film relies on many of the clich?s of the form, Undefeated is a masterfully crafted work that honestly scores a touchdown.

"Undefeated" doesn't have a deep penetration of poverty and race in its playbook, but it does have enough heart to make substantial forward progress.

It's a surprisingly moving, emotional film, even for those who (like me) know little of football; by its end, you just might be blinking away a few tears.

Peers empathetically into a tiny world and opens it up for its audience, who, in turn, will surely open their hearts to it.

Combines the gritty reality of "Hoop Dreams" and the heart of "Friday Night Lights," along with a dash of "The Blind Side."

For all its good intentions, the film, like its main subject, is a tourist, earning trust as it earnestly captures the incredible struggles of these young men, but never digging deep enough to actually make the story theirs.

A touching documentary that offers a field-level portrait of male mentorship, compassion and unvarnished hope - all without a Hollywood ending.

It is a powerful reminder of the difference one person can make -- and of the consequences when no one is willing to make that difference.

What lifts 'Undefeated' above other sports docs is the remarkable force of Bill Courtney's personality.

It may call to mind The Blind Side or Remember the Titans, but there's no Hollywood glitz in the blighted burg of Manassas.

I regret that we don't meet more of Courtney's players, but that might have required a miniseries rather than a movie. And "Undefeated" makes sure the coach who is its central figure is more complex and fascinating than most fictional movie characters.

Advances in MS Therapy ? Health Hub from Cleveland Clinic

If you?re one of the 400,000 people in the United States or 2.1 million people worldwide living with multiple sclerosis (MS), two new studies offer fresh hope ? in the form of convenient treatments to manage the debilitating disease.

Although MS is usually treated with injections, two new studies are looking at a yearly IV infusion and an oral pill. Cleveland Clinic MS expert Jeffrey Cohen, MD, coauthored one of the studies and says advances in MS therapies give patients a greater variety of treatment options.

?

?In the very near future, we are going to have a significant repertoire of drugs to treat MS, and they?ll range from very standard therapies to very potent therapies to use in special circumstances,? Dr. Cohen says.

One of the drugs on the horizon is a yearly IV infusion called Alemtuzumab. This drug was studied in over 800 patients with relapsing MS, and results show that it is more effective than the standard three-times-per-week injections of interferon beta-1A. In fact, 65 percent of patients treated with the new drug were relapse-free after two years, while some even improved.

Dr. Cohen says the drug is convenient and highly effective, which makes it attractive, but cautions it?s not for everyone.

?Most likely this drug will be used in patients with very active MS, probably in patients who have tried other medications and either got little benefit or intolerable side effects,? he says. ?Because it?s so potent, I think it?s unlikely that it will be used as a first treatment for most people.?

Researchers are also optimistic about a second treatment option, a pill called BG-12. Led by Cleveland Clinic?s Robert Fox, MD, a research team studied more than 1,400 patients worldwide with relapsing-remitting MS. Results show BG-12 reduced annual relapse rates and the number of brain lesions, compared with standard treatments and a placebo. Side effects were generally milder than those of other available MS therapies.

Dr. Fox sees potential for BG-12 because it?s easier to tolerate. ?Many patients, as you might imagine, prefer an oral pill over an injection, and with this therapy being as effective and very well tolerated and very safe, it makes BG-12 a very attractive option for MS patients should it get approved,? Fox says.

Both studies were presented at the 64th Annual Meeting of the American Academy of Neurology in New Orleans.

G.Bissau junta frees PM, president seized in coup

Guinea-Bissau's coup leaders released the country's ousted prime minister and interim president on Friday after more than two weeks of captivity, allowing the former leaders to travel to Ivory Coast.

The generals now in charge of the small, unstable west African country also pledged a one-year transition back to democracy, a day after regional bloc ECOWAS decided to send hundreds of troops to the country.

Guinea-Bissau, a former Portuguese colony, has a history of coups and other political violence and has in recent years become a major cocaine trafficking hub between South America and Europe.

The military launched the latest coup on April 12, in the middle of a two-round presidential election in which outgoing prime minister Carlos Gomes Junior was the frontrunner and the opposition claimed fraud.

Troops then attacked Gomes' residence with rocket-propelled grenades and detained him, along with interim president Raimundo Pereira, in a power grab that sparked regional and international condemnation.

On Thursday, a summit of the Economic Community of West African States or ECOWAS gave the junta 72 hours to agree to a return to constitutional order and to allow in 500 to 600 troops or face targeted sanctions.

The 15-member bloc, which also condemned a coup in Mali, told both countries to restore democracy and hold elections within a year.

France on Friday welcomed the ECOWAS move and said it was ready to help.

"It was a very good decision," said Foreign Minister Alain Juppe, adding that Paris could give "logistical, material or intelligence support".

On Friday the junta in Guinea-Bissau agreed to a 12-month transition period, having earlier proposed a period twice that long, and agreed to free the detained leaders, military spokesman Daba Na Walna said.

Gomes and Pereira were later welcomed at Abidjan airport by Ivory Coast's Foreign Minister Daniel Kablan Duncan and the African Integration Minister Adama Bictogo, an AFP reporter said.

Pereira thanked Ivory Coast President Alassane Ouattara, current head of ECOWAS, for his role in their liberation, saying that Ivory Coast "is also our country", without further comment.

Bictogo called their liberation "a good sign". It was not immediately known how long the two would stay in Abidjan.

Pereira and Gomes were also due to meet with Ouattara.

The president has pledged a firm response to the recent instability in two countries "to prevent our sub-region from giving in to terrorism and transnational criminality".

Earlier Friday a team of West African leaders left Guinea-Bissau after several hours of closed-door talks with Antonio Indjai, who is widely thought to have masterminded the coup.

Spokesman Na Walna sought to downplay the regional concerns, saying the "return to civilian rule is on track" and adding: "The right place for soldiers is the barracks."

The future transition government "will be a government of technocrats and neutral personalities who will have to oversee a transition period of 12 months", he added.

Since 1998, the country of 1.6 million people has been through one war, four military coups and the murder of one president and four military chiefs-of-staff. No president has ever completed a full term in office.

The Guinea-Bissau army has claimed it staged its coup this month because of an alleged secret deal by the government with Angola, also a former Portuguese colony, to destroy the armed forces.

Angola on Thursday denied its troops had any role in Guinea-Bissau's coup, as the parliament in Luanda agreed to the the recall of about 600 soldiers who had been sent as part of a training project.

"The presence of Angolan troops in Guinea-Bissau was essentially based on a bilateral cooperation pact to train soldiers of the army," junior defence minister Salviano Sequeira told AFP.

In French election sobriety is new sign of times

PARIS (Reuters) - When Nicolas Sarkozy won the French presidency in 2007, the roaring Noughties were still in full swing and his message of "work more to earn more" was in sync with the times.

Five years later, sobriety, solidarity and a desire for fairness define the zeitgeist and Sarkozy's Socialist challenger Francois Hollande seems more in tune with the spirit of the age.

Winning an election requires a potent mix of charisma and a project that captures the public mood. Sarkozy's 2007 Socialist opponent Segolene Royal had plenty of personality but, with the economy growing and the stock market booming, her message of social justice did not fly.

This time, the mood is very different. With both contenders vowing to balance state books, voters know the coming years will be austere and they are looking for a leader who makes everyone share the sacrifice while safeguarding the welfare state.

Style matters too. The French are fed up with a "bling-bling" president seen as a friend of the rich. Hollande's modest manner is reassuring and his vow to make justice his guiding principle speak to the anxieties of this decade, the Teenies.

If he wins the May 6 runoff - as all polls predict - his style and message will be studied well beyond France's borders.

"In 2007 Sarkozy embodied dynamism and optimism, but now the French are fearful. They want more regulation and a president who protects them," said Alain Duhamel, the dean of French political commentators.

For Christian Salmon, a writer on French politics, the neo- liberal revolution that began in the early 1980s with Ronald Reagan and Margaret Thatcher hit the buffers with the global financial crisis of 2008, but no new ideology has yet emerged.

"While we wait for the emergence of a new political paradigm, the new leaders in Europe today all have more of an ethos than an ideology: the ethos of the bespectacled accountant who will restore order in the country," he said.

Salmon said the crisis has made the traditional divide between conservatives and social democrats less relevant than a new split between exuberant but distrusted showmen like Silvio Berlusconi and Sarkozy and duller but steadier personalities like Italy's Mario Monti, Spain's Mariano Rajoy and Hollande.

"It is a time for modesty and ethics that started in 2008 with Barack Obama," Salmon said.

Outside the political sphere, some were early to sense the changed spirit of the age. In January 2009, less than a year into the crisis, German-born Chanel designer Karl Lagerfeld heralded a "New Modesty", saying that bling was over and that the crisis would bring a big moral spring cleaning.

DOUBLE CHIN

Hollande's plan to raise taxes on banks, big companies and the rich appeals to a deep desire for fairness after a decade in which inequality rose to 30-year highs.

So does his promise to be a "normal" president, answerable to the courts like any other citizen. Hollande has said his government's first decision would be to cut presidential and ministerial pay by 30 percent and he pledges to travel in France by train instead of presidential jet when possible.

Even his weight loss fits the modesty message, said Salmon.

"You can't preach austerity with a double chin," he said.

The spirit of an era is hard to fathom, but polling agency CSA has tried to measure the difference between society as perceived and society as desired.

CSA presented 1,000 voters with 19 keywords picked from the 2007 and 2012 campaign slogans and asked which best represented the state of French society and which best described their personal state of mind.

The two most-used words to describe society were "profit" (53 percent) and "capitalist" (43 percent), while the two that respondents most used to describe themselves were "change" (28 percent) and "solidarity" (25 percent).

Only 4 percent picked "justice" as a good description of the state of France, while 22 percent said it was a personal aspiration.

"There is a very strong egalitarian critique of the economy in France at the moment," said Jerome Sainte-Marie, head of political studies at CSA.

He said French people know there will have to be belt-tightening to repair public finances and they want the pain to be shared fairly.

"They do not trust Sarkozy for that because he is seen as the president of the rich," he said.

In 2007, the last year of the debt-fueled prosperity of the Noughties, Sarkozy appealed to voters with the idea that everybody would be able to get rich. Disappointed voters now want a fair captain to steer them through the storms ahead.

"By constantly hammering on the theme of social justice, Hollande is clearly in sync with the times," Sainte-Marie said.

HATRED OF THE RICH

In his keynote January 22 speech, the Socialist declared that the world of finance was his main opponent and put the issue of fairness at the centre of his campaign.

"The French people must know that as president I will ask only one question: before every extra effort, before every reform, every decision, every law, every decree, I will ask myself one single question: 'Is it fair?'" he said.

The dominant theme of the 2012 election jumps off the April 19 "Hatred of the Rich" cover of weekly Le Point, which superimposed the faces of French opposition politicians onto Jean-Victor Schnetz's celebrated "Fighting at the Hotel de Ville", a painting of a street battle during the July 1830 revolution that toppled the restored Bourbon monarchy.

Centre stage was Communist-backed hard-left leader Jean-Luc Melenchon, who drew massive crowds to rallies and at one stage rose to third place behind Hollande and Sarkozy before falling back to score 11.1 percent in the first round.

"People want more justice, but not a complete social break, or they would have voted communist," CSA's Sainte-Marie said.

A NEGATIVE OBAMA

Despite his egalitarian and regulatory program, the consensus-seeking Hollande is an unlikely agent of change.

Unlike Sarkozy, whose Hungarian origin and lack of elite education made him an outsider in the 2007 race, Hollande is a dyed-in-the-wool Socialist apparatchik, who graduated from the exclusive ENA school that trains France's elites and ran the party for 11 years. Even within his own ranks, some describe him as bland and soft as pudding.

Christophe Prochasson, a historian of the French left, sees Hollande as a man devoid of ideology. "A doctrine is important in politics. It gives meaning to your action," he said.

Yet Hollande's middle-of-the-road image might be his strength.

"In a way, Hollande is a negative Obama. Obama was the surface upon which everybody could project their dreams, because of his personal charisma. Hollande creates the same effect: he is so nondescript that you can also project all your dreams on him," said philosopher Michel Feher.

Hollande's impact on France and Europe - and maybe even on the zeitgeist - will depend on how he translates his call for justice into policy, if he wins.

Economist Thomas Piketty, who inspired Hollande's plan to tax income over 1 million euros at 75 percent, believes Hollande could become a French Franklin Roosevelt, like the U.S. president who in the 1930s reduced inequality with higher taxes and created jobs with public investment.

When he launched his candidacy a year ago, Hollande looked lonely with his call for higher taxes and more regulation.

But by the time the campaign got into full swing this spring, all 10 first-round candidates, including Sarkozy and far-rightist Marine Le Pen, were proposing tax increases and more regulation.

And while Hollande was a voice in the wilderness calling for a response to the euro zone crisis more focused on promoting growth than on austerity, he is now rapidly winning converts, even in the government of conservative German Chancellor Angela Merkel.

Yet most major European countries are led by conservative governments, recent elections in Britain, Portugal and Spain have seen a swing to the right, and financial markets are bound to punish any French attempt to leave the path of budget rigor.

"Hollande believes there has been a turning of the tide, not only in France but in the eurozone, that he is more in tune with the zeitgeist, and that with a bit of luck Merkel will lose the next election and the left will once again be in power in Europe," said Nicholas Spiro of London-based Spiro Sovereign Strategy. "But that is a big gamble."

Team turns scar tissue into heart muscle without using stem cells

Scientists at Duke University Medical Center have shown the ability to turn scar tissue that forms after a heart attack into heart muscle cells using a new process that eliminates the need for stem cell transplant.

The study, published online April 26 in the journal Circulation Research, used molecules called microRNAs to trigger the cardiac tissue conversion in a lab dish and, for the first time, in a living mouse, demonstrating the potential of a simpler process for tissue regeneration.

If additional studies confirm the approach in human cells, it could lead to a new way for treating many of the 23 million people worldwide who suffer heart failure, which is often caused by scar tissue that develops after a heart attack. The approach could also have benefit beyond heart disease.

"This is a significant finding with many therapeutic implications," said Victor J. Dzau, M.D., a senior author on the study who is James B. Duke professor of medicine and chancellor of health affairs at Duke University. "If you can do this in the heart, you can do it in the brain, the kidneys and other tissues. This is a whole new way of regenerating tissue."

To initiate the regeneration, Dzau's team at Duke used microRNAs, which are molecules that serve as master regulators controlling the activity of multiple genes. Tailored in a specific combination, the microRNAs were delivered into scar tissue cells called fibroblasts, which develop after a heart attack and impair the organ's ability to pump blood.

Once deployed, the microRNAs reprogrammed fibroblasts to become cells resembling the cardiomyocytes that make up heart muscle. The Duke team not only proved this concept in the laboratory, but also demonstrated that the cell conversion could occur inside the body of a mouse ? a major requirement for regenerative medicine to become a potential therapy.

"This is one of the exciting things about our study," said Maria Mirotsou, PhD, assistant professor of cardiology at Duke and a senior author of the study. "We were able to achieve this tissue conversion in the heart with these microRNAs, which may be more practical for direct delivery into cells and allow for possible development of therapies without using genetic methods or transplantation of stem cells."

The researchers said using microRNA for tissue regeneration has several potential advantages over genetic methods or transplantation of stem cells, which have been difficult to manage inside the body. Notably, the microRNA process eliminates technical problems such as genetic alterations, while also avoiding the ethical dilemmas posed by stem cells.

"It's an exciting stage for reprogramming science," said Tilanthi M. Jayawardena, PhD, first author of the study. "It's a very young field, and we're all learning what it means to switch a cell's fate. We believe we've uncovered a way for it to be done, and that it has a lot of potential." The approach will now be tested in larger animals. Dzau said therapies could be developed within a decade if additional studies advance in larger animals and humans.

"We have proven the concept," Dzau said. "This is the very early stage, and we have only shown that is it doable in an animal model. Although that's a very big step, we're not there yet for humans."

Baseball Sized Hail Reported in Gatlinburg, Tennessee

Viewers in Sevier County are reporting large hail stones, some as big as golf balls and baseballs, pounded the area Thursday afternoon.
Dispatchers reported they had received reports of vehicles being damaged in the Gatlinburg area. The area hardest hit was near the Food City, where firefighters said some of the hail was as large as baseballs. There were several reports of broken windows.

Closer to downtown Gatlinburg, the hail was smaller, marble to pea-sized. There was also some damage at the Gatliburg Welcome Center on the Spur.

City officials say the Ribfest has been cancelled for Thursday night. The street fair was scheduled for this evening on the Parkway. Anyone who has pre-purchased an armband for Ribfest may bring their armband to City Hall at 1230 East Parkway beginning at 8:30am on Friday, April 27th for a full refund.

Some Pigeon Forge residents also reported damages to cars.

The storms swept through around 1:30 p.m.

LAS VEGAS (AP) ? This week, Sin City looked a bit more like Tinseltown, as some 5000 folks from virtually all walks of the film universe gathered for the theater operators' convention known as CinemaCon.

Among attendees were dozens of major and emerging movie stars who like to meet and greet exhibitors in hopes of getting their new releases into more cineplexes.

Actor-musician Tyrese Gibson of "Transformer" fame was there for another reason ? to mentor eight student filmmakers with dreams of getting their own films shown on the big screen.

Oddly enough, Gibson's first cinema memory came not in a cinema but at home, on videotape. "I don't remember going to the theater," he said at the theater operators' closing-night gala. But he noted his first favorites on VHS were "Back to the Future" (1985) and "Ghost Busters" (1984). "These were, some way, somehow, the only two VHS tapes that we had in our house. So, I must have seen 'Back to the Future' over 150 times. We knew all the words to both the movies."

Actor Taylor Kitsch, who appears in May's "Battleship," also cited "Future" as "the first movie that I saw in a cinema that really knocked me out," he said. "You were taken away. It was done so well, especially at the time. And that's what movies do. That's what it's about. Escape."

Actress Jennifer Garner, pushing August's Disney family dramedy "The Odd Life of Timothy Green," recalled going to the theater to see the Lily Tomlin comedy, "The Incredible Shrinking Woman" (1981). A former Miss New Hampshire USA title holder was arrested Wednesday for allegedly assaulting her boyfriend, according to police.

An argument between 26-year-old beauty queen Nicole Houde and her boyfriend, 33-year-old Scott Nickerson, turned violent when Houde allegedly began punching, kicking, scratching and biting Nickerson, police said.

Manchester Police Sgt. Todd Boucher said Nickerson accused Houde of having an affair. The two began arguing, and Nickerson took Houde's cell phone. When he refused to give it back, things got ugly, police said.

Houde, who was crowned Miss New Hampshire USA in 2010, was arrested at work and charged with simple assault.

Michigan Businesses Seek Property Tax Reform | US Daily Review

Michigan has been known for years for having one of the most anti-business environments in the country and is now working to overcome that reputation. In recent years it has tacked some challenging fiscal issues and a tax environment that is very hostile to business. Although its labor practices remain one of the most hostile to business in the country and that continues to be a sacred cow, policy makers continue to make efforts towards reform.

The Michigan Business & Professional Association released a statement that ?applauds the state legislature for taking the next logical step to boost capital investment in?Michigan?and ensure long-term growth ? by starting Senate Finance Committee hearings on eliminating the Michigan Personal Property Tax on businesses.?

This tax, which is assessed on non-permanent business property such as machinery, furniture, and computers, costsMichigan?businesses approximately?$1.2 billion?per year in direct collections. However, what is often not considered are the extra costs associated with paperwork and inventory to comply with the tax rules. This is extra money which could otherwise be devoted to truly productive investments, like added employees, increased wages, or further capital improvements.

?Many of our neighboring states, including?Ohio,?Illinois, and?Wisconsin, have eliminated this outdated tax, having realized the burden it places on businesses both small and large, and without a significant decrease in overall revenues,? said MBPA President?Jennifer Kluge.

Currently, local governmental units and school districts receive about 80 percent of personal property tax revenue. However, in many cases, the communities themselves have over the years given up much of this revenue by granting personal property tax abatements requested by companies wishing to update or expand their facilities.

?In short, the tax is antiquated, cumbersome, and does not provide the desired ?bang for the buck? in providing local tax revenue,? said Kluge. ?Our association understands that a solution must include a way to help local communities and school districts make up for any lost revenue, which remains a major barrier to seeing the end of this tax. There are a number of alternative solutions which may satisfy all parties.?

Kluge noted that the bills introduced by?Michigan?senators on?April 17, 2012, would put in place a small business personal property tax exemption beginning?December 31, 2012?in which all industrial and commercial personal property with a taxable value of less than?$40,000?becomes exempt. The?$40,000?exemption is applied in each local jurisdiction in which a business taxpayer owns property, so a single firm with multiple small locations, such as a chain restaurant, could receive multiple exemptions. Above?$40,000?in taxable value, there is no exemption. This will eliminate 75% to 80% of the personal property tax returns filed annually and save significant time and money for both small businesses and local governments.

Medical researchers at the University of Sheffield have defined the structure of a key part of the human obesity receptor- an essential factor in the regulation of body fat- which could help provide new treatments for the complications of obesity and anorexia.

This major advance in research, published in the journal Structure, will greatly enhance the ability to generate drugs which can both block and stimulate the receptor for the obesity hormone leptin. This could have life-changing effects on people suffering from the complications of obesity and malnutrition.

Researchers have solved the challenging crystal structure of the leptin-binding domain of the obesity receptor using state of the art X-ray crystallography, helping them to work out how to block or stimulate the receptor. Leptin, the obesity hormone, is produced by fat and excess leptin predisposes overweight people to conditions such as multiple sclerosis, cancer and heart disease whilst a deficiency in leptin, as occurs in malnutrition, results in infertility and immunodeficiency.

Blocking the receptor, and therefore the excessive actions of leptin, could prevent the complications of obesity and stimulating the receptor may improve fertility and the immune response.

Professor Richard Ross, Professor of Endocrinology at the University of Sheffield said: "This pioneering research gives us the potential to generate new drugs that could treat conditions and diseases associated with obesity such as Multiple Sclerosis, diabetes and cardiovascular disease.

"Modulating the actions of the obesity receptor provides a novel approach to the treatment of conditions associated with both obesity and anorexia and has the potential to make a massive difference to millions of people whose quality of life and health is hindered by obesity or malnutrition."

Controlling appetite is a fundamental basic physiological drive which in turn is connected to many other aspects of physiology, in particular fertility and the immune response.

Professor Pete Artymiuk, from the University of Sheffield's Department of Molecular Biology and Biotechnology, said: "The human obesity receptor binds the hormone leptin and together they play a key role in regulating appetite, fertility, and immunity.

"Using X-ray crystallography we have solved the structure of the leptin-binding domain of the receptor bound to a potential therapeutic antibody that blocks leptin binding. This is the first crystal structure for any part of this important receptor.

"Because we now know the precise atomic structure of the receptor we can begin to design drug molecules that can alter its activity. This can be useful in the treatment of a variety of diseases ranging from obesity to autoimmune diseases including multiple sclerosis."
